The Government Committed to Strengthening the Prevention System of Sexual Violence

tribratanews.polri.go.id - The Government of the Republic of Indonesia (RI) is committed to strengthening the sexual violence prevention system by inviting the ministry of religion and the ministry of education, culture, research, and technology in the coordination of prevention, handling, and monitoring of sexual violence. This has become a strong concern for the House of Representatives of the Republic of Indonesia (DPR RI) regarding the need to immediately address sexual violence in universities and educational institutions which must be accommodated by the Government in the discussion of the Draft Law on Criminal Acts of Sexual Violence (RUU TPKS).

In the Working Committee Meeting of the TPKS Bill, the Government and the Legislative Body of the DPR RI agreed to have policies on prevention in education units, social institutions, refugee camps, shelters or quarantines for prospective migrant workers, and special places and circumstances, such as disasters and conflict situations prone to sexual violence. This matter has been regulated in a separate article.

In this regard, the Ministry of Women's Empowerment and Child Protection (KemenPPPA) and the Ministry of Law and Human Rights (Kemenkumham) were appointed as coordinators for providing education and training for law enforcement officers and service personnel in preventing and dealing with cases of sexual violence.

“In the Government Problem Inventory List (DIM) it is stated that education and training are carried out not only to prevent but also to handle sexual violence crimes. This training will be coordinated by the ministry that handles or administers government affairs in the fields of law and human rights. In addition, KemenPPPA is also ready to participate in coordinating this," said the Deputy for the Protection of Women's Rights, Ratna Susianawati, at the Working Committee Meeting of the TPKS Bill, in Jakarta, Saturday (4/2).

Through the Working Committee Meeting of the TPKS Bill, the Government and the Legislative Body of the DPR RI have agreed that monitoring will be carried out by the Ministry and national institutions, such as the National Human Rights Commission (Komnas HAM), the child protection commission, the national disability commission, and the national commission for the elimination of violence against women. This is important so that the monitoring of the implementation of this law, especially the prevention and handling of sexual violence, is of higher quality. Moreover, these various institutions are known for their work in monitoring the implementation of human rights protection.

However, Deputy Minister of Law and Human Rights, Edward Omar Sharif Hiariej or Eddy, said the main role of coordinating this law remained attached to the KemenPPPA. “In this case, we also cannot deny the monitoring carried out by civil society. Thus, monitoring work is a joint work between the Government, official institutions, and civil society,” explained Eddy.

Meanwhile, in terms of prevention, the Central Government and Regional Governments are required to carry out TPKS prevention in a fast and integrated through the education sector; facilities and infrastructure; governance and institutional governance; economy and employment; social welfare; culture; information Technology; religion; and family. One concrete form is to include reproductive health materials in the education curriculum.

The Government and the Legislative Body of the DPR RI have finished discussing the DIM of the TPKS Bill which has a new substance and substance in the Working Committee Meeting on Saturday (2/4). In addition to agreeing on prevention, coordination, and monitoring, the meeting also concluded discussions on the Regional Technical Implementation Unit for the Protection of Women and Children (UPTD PPA), community and family participation, funding, international cooperation, and transitional provisions. The meeting of the TPKS Bill will continue on Monday (4/4) with a focus on discussions related to electronic-based sexual violence and sexual exploitation.
